Summary. The objective of this study is to conduct a retrospective analysis of the evolution of interdepartmental cooperation between military and civilian healthcare in Russia, the Soviet Union, and the Russian Federation from the 16th to the 21st centuries. This analysis identifies historical patterns in the development of the staged treatment system and identifies current systemic barriers to coordination within the All-Russian Disaster Medicine Service in order to develop proposals for optimizing medical evacuation support.
Research materials and methods. Research materials include scientific papers and publications, including electronic ones, on the research topic. Research methods include a historical method, generalization and content analysis methods, an analytical method, and comparative and descriptive methods.
Study results and analysis. The article presents a retrospective analysis of the formation and development of the system of interdepartmental interaction between military and civilian medicine in Russia, the Soviet Union, and the Russian Federation from the 16th to the 21st centuries. It traces the evolution of organizational principles from sporadic mobilization of civilian resources to a centralized system of stage-by-stage treatment with targeted evacuation. Based on the study of historical experience, including periods of world wars and modern conflicts, the article highlights the key role of management and regulatory coherence in the effectiveness of medical and evacuation support. The methodological basis of interaction between military and civilian healthcare in modern conditions is considered within the framework of the Unified State Emergency Prevention and Response System. The similarity of the medical and sanitary consequences of peacetime emergencies and military operations is analyzed, and systemic barriers to the practical implementation of interdepartmental coordination (regulatory and legal uncertainty) are identified.
