Summary. Objective of the study – to analyze potential operational scenarios for medical treatment organizations of the Federal Medical-Biological Agency in the context of medical evacuation measures during a radiation accident at a nuclear power plant.
Materials and methods of the study. The operational scenarios for medical treatment organizations were assessed on the basis of an analysis of the potential consequences of a postulated beyond-design-basis radiation accident at a nuclear power plant, within the paradigm of the IAEA’s emergency planning zones concept. Accordingly, the evaluated dose values correspond to the criteria for implementing protective actions for the population (including healthcare workers) aimed at preventing deter-ministic effects and minimizing stochastic effects of radiation exposure.
Results and discussion. Contemporary international approaches, recommendations, and national regulatory documents per-taining to the planning and organization of emergency medical response to radiation accidents were examined. Key charac-teristics of the radiological situation and conditions that impede the provision of medical care to radiation facility personnel were identified. Operational scenarios for medical treatment organizations were developed, incorporating assumptions regarding the radiological situation during different phases of a radiation accident – beginning with emergency exposure conditions and transitioning subsequently to planned and existing exposure situations. It is emphasized that the planning of medical and sani-tary measures within the “decision-making corridor” necessitates consideration of radiation risks to medical treatment organi-zation healthcare workers, including emergency medical service personnel. The recommendations presented in this article may serve as a general methodological framework for evaluating alternative solutions in the development of medical and sanitary support plans for both personnel and the public in the event of a radiation accident.
