Bobiy B.V., Goncharov S.F., Baranova N.N. To Issue of Organization of Delivery of Medical Care in Emergency Situations in Mass Sports Events
The issues of organization of delivery of medical care in emergency situations in mass sports events are discussed. The reasons and factors determining high level of risk for life and health of people in mass sports events environment are indicated. The experience is presented of organization of medical support of Universiade in Kazan in 2013 and of Winter Olympic Games in Sochi in 2014. The main attention is paid to the preparation of Service for Disaster Medicine of Health Ministry of Russia and of the health service as a whole for organization of medical support of FIFA Federations Cup 2017 and of the World Football Championship 2018 that are to be held in the Russian Federation.

Lobanov A.I. Medicine in Environment of Hybrid Wars of XXI Century
The main possible scenarios of outbreak of war conflicts and of their development are discussed. The current state of health service as a branch of great importance in the sphere of defense is analyzed. The conceptual issues of achievement of readiness of health service of Russia for activity in various options of unleashing and conduct of war by potential enemy. The directions of perfection of the health service functioning in environment of hybrid war are suggested.

Parkhomchuk D.S. Analysis of Activity of Municipal Emergency Medical Service in Environment of Local Armed Conflict
The activity of emergency medical service of Lugansk in environment of a local armed conflict is presented. It is noted that during active warfare of July-September 2014 and of February-April 2015 the emergency medical care was delivered in conditions of personnel shortage and of complicated emergency situation. Complications of chronic conditions and acute somatic pathologies prevailed in pathologic states that demanded calls for emergency medical care.

Tetushkin M.A., Gus’kova O.V., Stazhadze L.L. Use of Information System MEDNAUKA.NET for Overcoming of Non-Compliance in Cases with Posttraumatic Stress Disorder
The use of the information system MEDNAUKA.NET for overcoming of non-compliance that is lack of intention to seek medical aid in posttraumatic stress disorder is analyzed. The data are given on the number of users with presumed posttraumatic stress disorder who appeared for information support, on the most typical syndromes detected, on the structure of the applicants by sex and so on. It is noted that 21.4% of those with signs of the disorder who applied for information support asked for specialized medical care. The conclusion is drawn on promising outlook of further development of the information support and of widening the scope of disorders dealt.

CLINICAL ASPECTS OF DISASTER MEDICINE
Totikov V.Z., Slepushkin V.D., Ayskhanov S.S., Pliev A.M. Experience of Delivery of Surgical and Anesthesia and Resuscitation Care in Case of Massive Admission of Wounded
The experience is presented of delivery of specialized including high-tech medical care to 374 wounded admitted to emergency medical care hospital of Vladikavkaz from terror acts scenes in North Ossetia-Alania in 2000-2007. Characteristics of injuries of those admitted is given. A detailed description is given of diagnostics and treatment programs used depending on specifics of wounds and seriousness of state of wounded.

Voynovsky E.A., Shabalin A.Yu., Petrov V.N., Voynovsky A.E., Pil’nikov S.A., Barkalev M.A. Treatment of Servicemen with Penetrating Gun Wound of Abdomen in Battle Zone
The results of relaparotomy in 36 wounded at the stage of surgical care in the battle zone in 2000–2015 are analyzed. The indications for relaparotomy are defined, the tactics of multi-phase surgical treatment and different ways of its realization in case of penetrating gun wounds of abdomen are substantiated. The main scope of surgical interference in repeated operations is defined. A significant role of intra-abdominal bleeding, peritonitis, eventration, intestinal obstruction in the structure of post-surgery complications is noted and the need for inter-hospital cooperation in case of surgical treatment in different healthcare facilities.

Plotkin A.V., Tkach A.V., Fedulichev P.N., Dvorsky A.G. Technology of Treatment of Local Hypertension-Ischemic Syndrome in Lower Leg Injury
The results of a research aimed at higher efficiency of prevention and treatment of local hypertension-ischemic syndrome in low leg injury are presented. Conclusions are drawn that preventive facsiotomy of lower leg from technical incisions to implant locking rods not only allows to prevent the syndrome but to carry out osteosynthesis in the presence of low and medium severity of the syndrome and besides that semi-closed facsiotomy from technical incisions for tibial osteosynthesis neither increases surgical injury nor impairs cosmetic results of treatment of fractures of tibial shaft.

The system of emergency consultative medical care and medical evacuation (sanitary aviation) in the Republic of Tatarstan is presented. The structure of the system is analyzed. Detailed figures on the activity of the emergency consultative medical care ward a structural unit of the Republican clinical hospital are given. The system development outlook is discussed.

Kardanov A.V. Problems of Use of Air Transport for Emergency Consultative Medical Care in RF Subjects of North Caucasian Federal District
The problems of use of air transport for emergency consultative medical care in RF Subjects of North Caucasian Federal District are analyzed. The main directions of use of aircraft for medical purposes are defined. It is noted that a complex approach is needed with due attention to aircraft type, specifics of its use, weather conditions, presence of landing facilities and so on. The expediency of aircraft use in Kabardino-Balkar Republic is discussed.

Zaitsev S.I., Dolgova A.V. Branch of Territorial Center for Disaster Medicine of Komi Republic: Expediency of its Formation and its Contribution to Activity of Center
The expediency of formation and the results of activity of the branch of the Territorial center for disaster medicine of the Komi Republic in Pechora City are presented. The period covered is from its setting up on October 1, 2015 till March 2016. Detailed figures on the activity of the branch during 6 months are given. The reasons are defined for requirement of 400 sanitary helicopter flights a year.

The issues of perfection of the system of preparation of medical cadres of All Russian Service for Disaster Medicine are discussed. It is noted that the main task nowadays is the perfection of organization and of methodological support of higher and further vocational education of medical specialists, working at the Service for Disaster Medicine of Health Ministry of Russia. The competency based approach is presented as the methodological basis of concept of education of medical staff of the Service.

A short characteristics of the activity and the main decisions of the Sixty-Ninth Session of World Health Assembly are presented. The main directions of the discussion at the meeting of the Assembly of coordinating and organizational activity of WHO in all the spheres of public health service, of the issues of perfection of the structure and improvement of the efficiency of WHO activity in crisis situations management are discussed. The new Health Emergencies Programme is characterized.
