S.F. Goncharov is 75 years old.
On October 19, 2024, Academician of the Russian Academy of Sciences Sergei Fedorovich Goncharov turned 75.
Sergei Fedorovich Goncharov graduated with honors from the Military Medical Faculty of the Kuibyshev Medical Institute in 1973; in 1979 — from the faculty of senior medical staff of the S.M. Kirov Military Medical Academy. In 1971-2005 — in military service: chief of the medical service of the regiment (GSVG), chief of the medical service of the division (TurkVO), senior officer of the medical service (TurkVO), since 1982 — lecturer, senior lecturer of the department of organization and tactics of the medical service of the Military Medical Faculty at the Central Institute for Advanced Medical Studies, since 1992 — deputy for science of the head of the Institute of Extreme Medicine, Field Pharmacy and Medical Equipment of the Russian Ministry of Defense. In 1993-2005 was seconded to the Ministry of Health of the Russian Federation. In 1993–2023 — Director of the Federal State Budgetary Institution “All-Russian Center for Disaster Medicine “Zashchita” of the Ministry of Health of Russia. Currently — Deputy Director General of the Federal State Budgetary Institution “State Scientific Center of the Russian Federation — Federal Medical Biophysical Center named after A.I. Burnazyan” of the Federal Medical and Biological Agency of Russia.
Since 2011 — Head of the Department of Disaster Medicine at the Russian Medical Academy of Postgraduate Education.

Academician of the Russian Academy of Sciences S.F. Goncharov — Russian public figure in the field of healthcare, scientist in the field of disaster medicine, major organizer of domestic healthcare. He made a great contribution to the creation of the All-Russian Disaster Medicine Service — an effective system of medical support for the population in emergency situations. For thirty years, he headed the All-Russian Center for Medical Research “Zashchita” of the Ministry of Health of Russia — the leading state institution for disaster medicine in the Russian Federation, which was also the Eurasian Regional Center for Disaster Medicine of the CIS countries and the Collaborating Center of the World Health Organization (WHO) for Disaster Medicine and Emergencies. Personally supervised the elimination of medical and sanitary consequences of many large-scale emergencies, terrorist attacks and armed conflicts.
S. F. Goncharov is the chief freelance specialist of the Ministry of Health of Russia in disaster medicine, chairman of the Profile Commission on Disaster Medicine of the Ministry of Health of Russia, president of the All-Russian Organization of Specialists in the Field of Disaster Medicine, member of the World Association of Disaster and Emergency Medicine – WADEM (1995), one of the leaders of the “Association of Honored Doctors of Russia”.
In 1991 he defended his candidate’s dissertation, in 1996 – his doctoral dissertation “Organizational and clinical aspects of medical evacuation support for the population during earthquakes in the territory of the Russian Federation”, since 1996 – professor. The scope of scientific activity of S.F. Goncharov is the problems of prevention and minimization of medical and sanitary consequences of emergency situations and medical care of the population affected by emergency situations, the solution of which involves: development of a normative legal and methodological framework governing current issues of organization and provision of medical care and medical evacuation in emergency situations, terrorist attacks and armed conflicts; organization and functioning of regional centers of disaster medicine; organization and provision of emergency advisory medical care and medical, including air ambulance, evacuation of patients and victims in emergency situations.
In the Russian Federation, it is enshrined in law that medical evacuation, organization of provision and provision of medical care to victims of accidents, catastrophes, natural disasters, terrorist acts and armed conflicts (hereinafter referred to as Emergencies) are carried out by specialists of the All-Russian Disaster Medicine Service (VSMK), subordinate to the Ministry of Health of Russia and being a subsystem of the Unified State System for the Prevention and Elimination of Emergencies (RSChS). Accordingly, the VSMK Headquarters ensures management, coordination and interaction of medical forces and resources of ministries and organizations in the VSMK system. S.F. Goncharov, who headed the Headquarters of the All-Russian Disaster Medicine Service for a third of a century, has done a tremendous job over these decades. What are the tasks and powers of the Service? In the event of an emergency, it is necessary to ensure a rapid response, mobilization of material and technical resources and personnel in order to save the lives and preserve the health of the greatest number of people by providing them with all types of medical care; participate in the elimination of epidemic foci; carry out medical, including sanitary and aviation, evacuation; organize interaction with emergency response services. And all this is in direct interaction with federal executive authorities, executive authorities of the constituent entities of the Russian Federation, local governments, formations and organizations involved in the elimination of the consequences of emergencies.
The following functions are also extremely important: organizing the provision of communications and information interaction between governing bodies; collecting, processing and providing medical and sanitary information; forecasting and assessing the medical and sanitary consequences of emergencies; informing the population about the medical and sanitary situation in the emergency zone and the measures taken in connection with it. In order to solve these problems, the All-Russian Disaster Medicine Service must be a powerful and diversified organization. This is exactly the kind of organization that S.F. Goncharov and his colleagues have been creating for decades. Currently, the Service includes 81 territorial disaster medicine centers, 62 of which are accredited as healthcare institutions with the status of a legal entity. It employs more than 200 thousand people, including 60 thousand doctors and more than 140 thousand mid-level medical personnel; about 200 emergency response teams, more than 30 full-time and part-time mobile medical teams, 1.5 thousand specialized medical care teams in twenty-two profiles have been formed. 24-29 thousand doctors of various specialties, paramedics and nurses are involved in providing emergency medical care. The Field Multidisciplinary Hospital (FMH) and the Center for Air Ambulance and Emergency Medical Care operate to provide primary health care and specialized medical care to victims of emergencies and to conduct their medical evacuation.
When providing emergency medical care, the Service specialists conduct the following per year using telemedicine technologies: about 500 remote consultations of doctors, about 10 thousand video conferences and Internet broadcasts, more than 1 thousand sessions of conference calls with the National Crisis Management Center of the Russian Emergencies Ministry. The Service is working to train the population and rescuers in providing first aid.
On average, per year, the institutions and formations of the VSMK provide medical care to 26-45 thousand victims of emergency situations (excluding road accidents), with a significant proportion (up to 25-30%) of victims of emergency situations being children. Specialists of the Field Multidisciplinary Hospital of the VSMK “Zashchita” were involved in the elimination of medical and sanitary consequences of various emergency situations more than 15 times a year. Over the past 5 years, the disaster medicine centers of all regions have prepared and carried out more than 40 thousand operational measures.
In 1999-2002, during counter-terrorist operations in the North Caucasus, the Service’s specialists carried out extensive, multifaceted work. Medical care of all types was provided to about 170,000 people, including almost 67,000 children. About 1,200 surgical operations were performed for gunshot wounds. This experience was subsequently systematized, discussed at scientific and practical conferences, and used in the development of methodological documents and teaching aids. In addition, it was widely disseminated internationally and was conceptually implemented within the framework of events conducted by the WHO. In the context of the Special Military Operation (SMO), starting from February 2022, the teams of the Field Multidisciplinary Hospital and the Center for Air Ambulance and Emergency Medical Care of the Center for Medical Evacuation Support of the State Scientific Center Federal Medical and Biological Center named after A.I. Burnazyan of the Federal Medical and Biological Agency of Russia work in all areas, providing emergency medical care to the wounded and sick and carrying out their medical evacuation. In carrying out this work, S.F. Goncharov and his colleagues proceed from the fact that medical care for the population affected by emergencies is an objective need and an important area of social policy carried out in the Russian Federation. It is the state that determines – depending on the nature and degree of threats accompanied by medical and sanitary consequences – the basic principles, priority actions and organizational structure of the system of medical care for the population in emergency situations. At the same time, all these years, specialists under the leadership of S.F. Goncharov conducted research work on the following theoretical and practical problems of disaster medicine: organization and tactics of the Disaster Medicine Service, medical-evacuation and clinical aspects of disaster medicine; sanitary and anti-epidemic (preventive) measures in emergencies; training and preparation of QMS personnel. The employees of the VTsMK “Zashchita” were active participants in the main scientific research on the creation and functioning of the VMCS, improving medical care for the population in accidents, catastrophes, natural disasters, terrorist acts and military conflicts. In the course of scientific work, fundamental issues of the use of health care forces and means and the provision of medical care to victims were identified and formulated, the solution of which contributed to the formation of a unified Doctrine of Disaster Medicine. In the VCMC “Zashchita” under the leadership of S.F. Goncharov, proposals were developed on state policy in the field of saving lives and preserving the health of the population affected by emergency situations, on the prevention and elimination of medical and sanitary consequences of accidents, catastrophes and natural disasters. VCMC specialists participated in conducting state examinations, in supervision and control over work on protecting the population and territories in emergency situations.
The specialists of the All-Russian Disaster Medicine Service successfully solve problems of saving lives and preserving the health of victims of emergency situations not only in the territory of the Russian Federation, but also abroad, and participate in international cooperation in the field of disaster medicine. The All-Russian Disaster Medicine Service “Zashchita” of the Ministry of Health of Russia, headed by S.F. Goncharov all these years, was the leading state institution on the problems of disaster medicine in the Russian Federation, as well as the Eurasian Regional Center for Disaster Medicine of the Commonwealth of Independent States (CIS) and the World Health Organization Collaborating Center for Disaster Medicine and Emergencies.
At present, the All-Russian Disaster Medicine Service is a reliable system of medical support for the population in emergency situations, which has been repeatedly noted in government reports.
S.F. Goncharov created a school of scientific workers in disaster medicine – he trained 26 doctors and 17 candidates of medical sciences. He is the author of more than 629 scientific and scientific-methodical works, including monographs, textbooks, methodological manuals and guidelines for doctors, numerous scientific articles in specialized medical periodicals, and has 8 patents. Sergey Fedorovich Goncharov is the editor-in-chief of the journal “Disaster Medicine”, the information collection “Disaster Medicine. Disaster Medicine Service”; member of the editorial boards and editorial councils of the “Military Medical Journal”, the journals “Medical-Biological and Social-Psychological Problems of Safety in Emergencies”, “Emergency Medical Care” (N.V. Sklifosovsky Journal), the WADEM journal “Prehospital and Disaster Medicine” and a number of other journals.
S.F. Goncharov is a member of the Bureau of the Preventive Medicine Section of the Department of Medical Sciences of the Russian Academy of Sciences. He was the chairman of the problem commission “Problems of Human Protection in Extreme Conditions” of the Interdepartmental Scientific Council on Human Ecology and Environmental Hygiene of the PAMH, deputy chairman of the Interdepartmental Scientific Council of the Russian Academy of Medical Sciences and the All-Russian Disaster Medicine Service on the problems of disaster medicine, chairman of the section “Disaster Medicine” of the Academic Council of the Ministry of Health and Social Development of Russia. Until 2020, he was the chairman of the Academic Council and the Dissertation Council for the defense of candidate and doctoral dissertations D 208.001.01 at the All-Russian Center for Disaster Medicine “Zashchita” of the Ministry of Health of Russia, and is currently a member of the Dissertation Council 04.1.001.01 based on the Federal State Budgetary Institution “All-Russian Center for Emergency and Radiation Medicine named after A.M. Nikiforov” of the Ministry of Emergency Situations of Russia. Sergey Fedorovich is also: a member of the expert council of the Higher Attestation Commission in the specialty “Disaster Medicine” (safety in emergency situations); a member of the Expert Council of the Ministry of Emergency Situations of Russia; a member of the Expert Advisory Group on Countering Nuclear Terrorism and Illicit Trafficking in Nuclear Fissionable Materials, Radioactive Substances and Sources of Ionizing Radiation; a member of the World Association for Disaster and Emergency Medicine (WADEM).
In 2012, during the elections of the President of the Russian Federation, S.F. Goncharov was a trusted person of the candidate for President of the Russian Federation V.V. Putin.
He was awarded the honorary titles: Honored Doctor of the Russian Federation (1997), Honored Scientist of the Russian Federation (2004).
He was awarded: the Order “For Merit to the Fatherland” IV degree, “For Military Merit”, the Order of Courage; medals “For Impeccable Service in the Armed Forces” of all degrees, departmental medals of the Ministry of Health, the Ministry of Defense, the Ministry of Emergency Situations of Russia and the jubilee medal “300 years of the Russian Academy of Sciences”.
