On April 28, 2024, Mikhail Valentinovich Bystrov, a professor at the Department of Organization of Medical Care in Emergency Situations at the Institute for Advanced Medical Studies of the Federal State Budgetary Institution “National Medical Center named after. N.I. Pirogov” of the Ministry of Health of Russia, Doctor of Medical Sciences, member of the editorial board of the journal “Disaster Medicine”
In 1987, M.V. Bystrov graduated from the Faculty of Training of Doctors for the Air Force of the Military Medical Academy named after. S.M.Kirova, in 1993 – clinical residency at the Department of Military Field Therapy of the Military Medical Faculty at the Central Institute for Advanced Medical Studies.
Until 2001, Mikhail Valentinovich served in the Armed Forces in various military medical positions: the first position was the head of the medical service of an aviation unit in the Far North region; last position – head of the resuscitation and intensive care unit for therapeutic patients at the 7th Central Military Clinical Aviation Hospital.
In 1996 he defended his dissertation for the degree of Candidate of Medical Sciences.
Since 2002, he has worked: in federal structures related to the protection of public health (Ministry of Health of Russia, the Office of the State Duma Committee on Health Protection, etc.); in the Novgorod region – chairman of the committee for the protection of public health of the administration of Veliky Novgorod, chief physician of the city medical association, deputy head of the administration of Veliky Novgorod.
In 2008, M.V. Bystrov underwent professional retraining in the specialty “Healthcare Organization and Public Health.”
In 2013–2020 worked at the All-Russian Center for Disaster Medicine “Zashchita” of the Russian Ministry of Health, including from 2015 as first deputy director. He was directly involved in the organization and provision of medical care to victims of various major emergency situations (ES), and repeatedly traveled to regions where emergencies occurred. He was a member of the working group of the Government Commission for the Prevention and Response to Emergency Situations and Fire Safety, and was the chief freelance specialist of the Russian Ministry of Health in disaster medicine in the Central Federal District.
From January 2021 to May 2023, he worked as first deputy director of the Federal Center for Disaster Medicine (FCMC) of the Federal State Budgetary Institution “N.M.C.C. named after. N.I. Pirogov” of the Russian Ministry of Health, took an active part in the formation and establishment of the FCMC – a new body for the day-to-day management of the All-Russian Disaster Medicine Service at the federal level.
Recently, Mikhail Valentinovich has been coordinating the international activities of the FCMC on cooperation in the field of disaster medicine with the CIS countries and the People’s Republic of China, preparing and conducting international command post and tactical-special exercises in disaster medicine, scientific, practical and pedagogical work.
In April 2023, he defended his dissertation for the degree of Doctor of Medical Sciences in specialty 3.2.6. Safety in Emergency Situations (Medical Sciences).
Currently, he is a professor at the Department of Organization of Medical Care in Emergency Situations of the Institute for Advanced Medical Studies of the National Medical and Surgical Center named after. N.I. Pirogova. He works part-time as an associate professor of the Department of Disaster Medicine of the Russian Medical Academy of Postgraduate Education and the Department of Disaster Medicine of the Russian National Research Medical University named after. N.I. Pirogova.
M.V. Bystrov is a member of the editorial board of the journal “Disaster Medicine”, is the author of 45 scientific papers and textbooks, co-author of the textbook “Emergency Medicine” and the National Guide to Emergency Medical Care. Actively participates as a speaker and co-moderator in All-Russian and international scientific and practical conferences on the topic of disaster medicine. He was awarded departmental awards from the Ministry of Health, the Ministry of Emergency Situations and the Ministry of Defense of Russia.
