ORGANIZATION AND TACTICS OF DISASTER MEDICINE SERVICE
Vafin A.Yu., Anisimov A.Yu., Isaeva I.V., Chalaya L.L. Theory and Practice of Organization of Territorial Service for Disaster Medicine in Present-Day Environment
The results of multiannual complex analysis of organization of emergency medical care delivery to victims of emergency situations in the Republic of Tatarstan are presented. It is shown that the main organizational principle of theapproach to the problem at issue is cooperation of forces and means assigned for delivery of emergency medical care at territorial, regional and federal levels and the conceptual approach to the cooperation principle realization is the functioning of the integrated system of emergency medical care delivery to emergency situations victims – the backbone of territorial center for disaster medicine.

Fisun A.Ya., Yakovlev S.V. Present State and Main Directions of Perfection of Service for Disaster Medicine of Ministry of Defense of Russian Federation
The structure and the main directions of activity of the Service for disaster medicine of the Ministry of Defense of Russia – a component part of All Russian Service for Disaster Medicine – are presented. In is noted that the Defense Ministry Service is set up along the lines of three-tired armed forces medical support system. The activity of the Service is illustrated by many instances of medical support of manoeuvres, drills, surprise inspections of military districts and fleets, as well as of sports and cultural mass events. The main directions of further perfection of the Service are discussed.

Popov V.V. Activity in Everyday Environment is Key to Success in Emergency Situations
The most essential issues of enhancement of preparedness of territorial centers for disaster medicine for activity on liquidation of medical and sanitary consequences of emergency situations are formulated. The main problems facing the centers in fulfilment of their tasks are brought to light on the basis of analysis of the available literature and of the activity experience. In is noted that only integrated system-based all-directional day-to-day activity is the key to success in the emergency situation environment.

Kurnyavka P.A., Sukhanov A.V., Katik A.A. Experience of Participation of Khabarovsk Territorial Center for Disaster Medicine in Liquidation of Medical and Sanitary Consequences of Emergency Situations
The Experience of Participation of Khabarovsk Territorial Center for Disaster Medicine in liquidation of medical and sanitary consequences of emergency situations is discussed. The data are given on the number of emergency situations, of casualties and victims in 2001-2015. A detailed analysis is given of the Center’s activity on liquidation of medical and sanitary consequences of the emergency situations like catastrophic flood of 2013, of the road traffic accident with a passenger bus involved of 2015, and after a gas explosion in Korfovsky settlement of 2015. A conclusion is drawn that the issues of cooperation, of information flow and elaboration of activity algorithm in emergency situations are the bottle necks of the Center’s activity.

CLINICAL ASPECTS OF DISASTER MEDICINE
Savvin Yu.N., Kudryavtsev B.P. Assessment Criteria of Quality of Medical Care Delivery at Center of Emergency Situation
Indices of overall mortality among wounded and of return of casualties to duties as possible assessment criteria of quality of medical care delivery at center of emergency situation (at battlefield) are discussed. In is noted that taken separately those indices cannot serve as the criteria mentioned. Only pathologicoanatomic profile of the battlefield (or emergency situation spot) studying the immediate reasons and mechanisms of death of every one of those wounded can serve as the criteria. A suggestion is made on setting up within the structure of the Service for disaster medicine of commissions for study of all cases of loss of life in emergency situations. The activity of the commissions will let timely to reveal deficiencies in medical care delivery in emergency situations focus and to make suggestions on their elimination.

Bezchasniy K.B. Role of Psychosocial Factors in Genesis of Somatoform Disorders in Police Members
The results of a comparative study of role of psychosocial factors in genesis of somatoform disorders in 100 police members are presented. The factors countering the influence of astresses and enhancing the performance capability of police members are emphasized. The role of service activity specifics in the development of somatoform disorders is defined. Professional and family-marital relations and living conditions of those surveyed are characterized.

Popov P.I., Kachanova N.A. Organizational, Tactical and Clinical Aspects of Sanitary Aviation Evacuation from Abroad in Regular Passenger Flights Conditions
Organizational, tactical and clinical aspects of sanitary aviation evacuations from abroad in regular passenger flights conditions are analyzed on the basis of experience of emergency sanitary aviation evacuation of a seriously ill child from the North America to Moscow. The substance of the two stages of evacuation the stage of organization and preparation and that of the evacuation realization are discussed.
A number of problem issues of realization of sanitary aviation evacuation are put forward for discussion.

The activity is analyzed of emergency consultative medical care ward of the clinical hospital for children of the Health Ministry of Krasnodar Krai in delivering of specialized medical care to children of the territory and in medical evacuation of children in 2013-2015. The data is given on the number of first time and repeated, planned and emergency, face-to-face and distance consultations, as well as on the number of children evacuated.

Gromut A.A., Fed’ko R.V., Ul’yanov A.A. Problems of Realization of State-Private Partnership in Organization of Emergency Consultative Medical Care Delivery in Khanty-Mansiysk Autonomous Region – Yugra
The problems are analyzed of realization of public-private partnership in organization of emergency consultative medical care delivery with use of aircraft in Khanty-Mansiysk Autonomous Region – Yugra. It is noted that the aircraft are used within the framework of state contracts for service provision signed with tender winners. Different mechanisms of the partnership are discussed and a conclusion is drawn that it is still early for widening its scope.

The results are presented of the activity of emergency consultative medical care ward of the Crimea Republican center for disaster medicine and emergency medical care in 2015. The efficiency of work of doctors with scientific degrees using their potential in the practical health service is shown. The assessment of the efficiency of the threat-measuring control of serious patients is given.

The results of monitoring of influenza epidemiologic situation in the Russian Federation in 2015–2016 epidemic season are presented. The advantages of mass immunization of population are shown. The assessment is given of efficiency of immunization of the population of Russia with influenza vaccine within the framework of the National calendar for 2015-2016 epidemic season.

EDUCATION AND TRAINING OF PERSONNEL
Baranova N.N. To Issue of Elaboration of Model of Continuous Medical Education of Specialists of Service for Disaster Medicine
The main aspects are discussed of organization of continuous medical education of specialists for health service as a whole and for Service for disaster medicine in particular. The role of professional noncommercial organizations in preparation of educational content for medical specialist field is shown.
It is stressed that the introduction of continuous medical education and substitution of accreditation system for certification system are mainly based on elaboration of professional standards in line with special professional competencies.
The factors are listed to be taken into account by the All Russian NGO of disaster medicine specialists that is to realize the model of education of disaster medicine personnel.

Bobrov A.F., Minkin V.A., Shcheblanov V.Yu., Shchelkanova E.S. Non-Contact Diagnostics of Psychophysiological State in Simulator Training of People in Hazardous Occupations
The importance of psychophysiological support of simulator training for heightening the reliability of professional activity of people in hazardous occupations is substantiated. An innovative non-contact diagnostics of real-time psychophysiological status by parameters of vibraimage of human face is discussed. The high correlation of vibraimage parameters with quality of simulated activity and indices of electrophysiological signals is shown by the results of simulator training of people handling spent nuclear fuel. A conclusion is drawn that the results of the research make it possible to recommend a technology of vibraimage analysis as a methodological means of simulator training mode control.
