Procedure for Providing First Aid to Injured Medical Workers and Persons with Medical Education Outside a Medical Organization: Topical and Discussion Issues

Summary. Investigation purpose – to develop a draft Procedure for the provision of first aid to injured medical workers outside the medical organization and persons with medical education, as a legal basis for legislative improvement and regulation of activities in the field of first aid.
Material and methods of the investigation. The research materials are regulatory legal acts in the field of healthcare regulating first aid issues: Federal Law No. 323–FZ dated 11/21/2011 “On the Basics of Public Health Protection in the Russian Federation”, Order No. 477n of the Ministry of Health and Social Development of Russia dated 05/04/2012 “On Approval of the list of conditions for which first Aid is provided and the list of measures for first aid assistance”, Order of the Ministry of Health of the Russian Federation dated 05/03/2024 No. 220n “On approval of the Procedure for first aid”; qualification characteristics of positions of employees in the field of healthcare; 5 professional standards of healthcare professionals: “emergency medical doctor”, “anesthesiologist-resuscitator”, “surgeon”, “orthopedic traumatologist”, “paramedic of emergency medical care”. Research methods: analytical, logical and information modeling.
Investigation results and their analysis. A draft Procedure has been developed for the provision of first aid to injured medical workers outside the medical organization and persons with medical education, which determines the scope of first aid. The most significant, problematic and controversial issues in the scope of first aid measures were considered and discussed. The main conditions and diseases that threaten the life and health of the victim and require medical treatment at the first aid stage have been identified. Problematic issues related to the implementation of the Procedure for providing first aid to injured medical workers outside the medical organization and persons with medical education are identified.
The developed proposals for legislative improvement and development of first aid are offered for consultations and discussions with government agencies and officials defining health policy, as well as representatives of scientific institutions of the medical community, in order to develop managerial decisions and implement a unified state policy in the field of healthcare aimed at achieving a high level of preservation of human and citizen life and health in extreme situations.
