Organizational Basis for the Formation of Joint Medical Teams of the Federal Medical-Biological Agency

Summary. The objective of this study is to develop proposals for improvement based on the results of the study and analysis of the procedure for forming joint medical teams (JMTs, team) of the Federal Medical and Biological Agency (FMBA of Russia, Agency).
Research materials and methods. Regulatory and methodological documents of the Agency governing the JMTs’ operating procedures, reports from all district medical centers (DMCs) of the FMBA of Russia on the procedure for forming, preparing for work, using, and operating joint medical teams that participated in providing medical care and medical evacuation to injured civilians and wounded and sick military personnel during the Special Military Operation (SMO) (February 2022 – June 2025). Survey cards on the status of the formation, preparation for work, use, and functioning of the Federal Medical and Biological Agency of Russia’s joint medical teams in the general system of medical evacuation support (MES) for injured and sick personnel in emergency situations (ES), completed by 192 medical specialists (experts) directly related to the issue under study; materials from a workshop (2025) to exchange experience on the topic “Procedure for the formation and operation of joint medical teams participating in the general system of providing medical care to victims during a Special Military Operation”; scientific publications on the research topic.
Research methods: historical method, content analysis and expert assessment methods, statistical and analytical methods, the author’s personal real-life experience in managing and coordinating the activities of joint medical teams participating in the MES of injured, wounded, and sick military personnel during a Special Military Operation.
Research results and their analysis. This paper presents the results of a study and analysis of the process for establishing the Federal Medical and Biological Agency of Russia’s Joint Medical Detachments (JMDs) involved in the overall system of providing medical care to injured civilians, wounded and sick military personnel, and their medical evacuation during the Special Military Operation (SMO). It also identifies and substantiates certain shortcomings in the development of the JMDs, including the procedures for staffing them with medical personnel and providing them with medical and other equipment, preparing them for their intended purpose, and training the required medical specialists. Paths for addressing these shortcomings are proposed.
