First Aid in the Russian Federation: Problems Requiring Solutions and Strategic Development Guidelines

Summary. The purpose of the work is to identify problems requiring solutions (legislative regulation) and identify strategic (priority) areas for the development of first aid in the Russian Federation in the long term in order to achieve the socially useful goal of preserving the lives and health of victims.

Materials and research methods. Research materials – regulatory legal acts in the fields of healthcare, education, protection of the population and territories from natural and man-made emergencies regulating first aid issues.

Research methods: analytical, logical and information modeling.

Results of the study and their analysis. Problematic and controversial issues related to first aid training, legislative regulation of first aid activities, the possibility of using medicines in first aid, and the need to create a unified state coordinating body regulating first aid activities have been identified, reviewed, and discussed.

Key (basic) provisions on the strategic development of first aid in the have been developed in order to improve and develop the regulatory legal framework governing first aid. They can become the basis for the development of a basic strategic planning document (“Strategy for the development of first Aid in the Russian Federation”), which defines the national interests and strategic national priorities of the Russian Federation, the goals and objectives of state policy in the field of first aid development in the long term.

The results of the developments are offered for consideration and consultation with government, government agencies and officials defining health policy, in order to consolidate efforts in the field of first aid development and develop management decisions aimed at achieving a high level of preservation of human and citizen’s life and health in extreme situations.
