Normative Legal Regulation and Methodological Support for the Activities of the Consolidated Medical Detachments of the Federal Medical and Biological Agency are an Integral Part of the Management Mechanism

Summary. The objective of the study is to develop proposals for further improvement of their activities based on the results of the analysis and general assessment of the state of regulatory framework and methodological support for the procedure for the creation, preparation for work, application and functioning of joint medical teams (JMT, teams) of the Federal Medical and Biological Agency (FMBA of Russia, Agency).

Research materials and methods. Research materials – regulatory and methodological documents in force in the FMBA of Russia system on the activities of joint medical teams; reports of district medical centers of FMBA of Russia on the procedure for the formation, application and functioning of JMT that took part in the provision of medical care and medical evacuation of victims from the population, wounded and sick military personnel during the Special Military Operation (SMO) for the period from February 2022 to June 2025; survey cards of the state of formation, application and functioning of the FMBA of Russia in the general system of medical evacuation support of victims and patients in emergency situations, filled in by medical specialists directly related to the issue under study and who are the main consumers of the results of normative and methodological work carried out in the interests of JMT activities, many of whom are participants in the elimination of medical and sanitary consequences of various emergencies, including terrorist attacks, and the Special Military Operation; scientific papers and publications on the topic of the study.

Research methods: formal-legal method, methods of content analysis and expert assessment, statistical method, methods of logical and information modeling, analytical method.

Research results and their analysis. The article presents the results of the study and analysis of the state of normative legal regulation and methodological support for the activities of the FMSA, indicating the imperfection of the normative and methodological base determining the procedure for the creation, preparation for work as intended, application and functioning of the JMT. Substantiated proposals have been made for their improvement, the implementation of which will create conditions for increasing readiness for rapid response and clear actions of the JMT in the context of eliminating the consequences of emergencies, terrorist acts and military conflicts.
