Emergency Response of Medical Forces and means during the Interdepartmental Exercises “Safe Arctic-2025”

Summary. The purpose is to analyze and summarize the experience of emergency response of medical forces within the framework of interdepartmental experimental research exercises in the Arctic zone of Russia with an assessment of the results of medical evacuation, medical triage and emergency medical care for foreign citizens injured in emergencies.
Research materials and methods. More than 100 rescuers, workers and volunteers, 17 emergency rescue units (3 MI-8 helicopters, 2 airplanes, hovercrafts, snowmobiles, snowmobiles, etc.), 6 ambulances and an Arctic MI-8 helicopter equipped with medical helicopter modules, – for medical evacuation of victims. The quality of medical evacuation, medical triage and medical care in the airmobile hospital was assessed by highly qualified experts using a 5-point rating system (5 is the highest score). We analyzed medical documents (victim cards, medical triage cards, and imitation coupons), evaluated the statistical parameters of the distribution of indicators and their reliability according to the Student’s t-test for diverse unrelated samples.
The results of the study and their analysis. Experts highly appreciated the quality of medical evacuation (5.0±0.10 points), medical triage (4.8±0.10) and emergency specialized medical care in an airmobile hospital (4.8±0.12). The medical triage of the victims was carried out efficiently, the diagnoses were correctly made and the order and type of transport for evacuation were determined. The provision of emergency specialized medical care to the injured during medical evacuation and in the airmobile hospital was carried out in full and on time.
Conclusion. The results of expert assessments by specialists during the interdepartmental experimental research exercise “Safe Arctic-2025” showed that the quality of medical evacuation, medical triage and emergency specialized medical care in an airmobile hospital deployed on the border of an emergency situation is quite high, but there were also comments. Proposals have been sent to the organizing committee of the exercises to improve the emergency response of the medical interdepartmental forces of the Russian Emergency Situations Ministry in eliminating the medical and sanitary consequences of emergencies and providing emergency medical care to injured foreign citizens.
