State and Readiness of the Regional Level Disaster Medicine Service: Analysis of the Results of Assessment Activities Conducted by Specialists of the Federal Center for Disaster Medicine

Summary. The objective of the study is to analyze the results of activities to assess the state and readiness of the regional Disaster Medicine Service (DMS) to eliminate the medical and sanitary consequences of large-scale emergencies (ES), conducted by specialists of the Federal Center for Disaster Medicine, the N.I. Pirogov National Medical and Surgical Center of the Ministry of Health of the Russian Federation (FCDM) in 2021–2025.
Research materials and methods. Research materials – current regulatory and methodological documents of the All-Russian Disaster Medicine Service, minutes of interdepartmental meetings, interregional and federal agreements on emergency response; materials of on-site events to assess the state and readiness of the regional DMS to eliminate the medical and sanitary consequences of large-scale emergencies with a large number of victims; materials of the work of Territorial Centers or Disaster Medicine (TCDM) in the DMS information systems.
Research methods: analytical and statistical methods, direct observation method, logical and information modeling methods.
Results of the study and their analysis. In 2021–2025, specialists from the Federal Center for Disaster Medicine conducted on-site events in 17 regions of the Russian Federation to provide methodological assistance and assess the state and readiness of the regional-level DMS to eliminate the medical and sanitary consequences of emergencies with a high risk of their occurrence for these regions. The readiness of the regional-level DMS was assessed in the following areas: performance by the TCDM of the functions of the day-to-day management body of the DMS of a constituent entity of the Russian Federation (subject, region); readiness of medical organizations to eliminate the medical and sanitary consequences of large-scale emergencies, etc. Typical factors weakening the level of readiness of the regional-level DMS for emergencies, “weaknesses” in the readiness of the regional-level DMS for large-scale emergencies and the main reasons leading to significant limitations in the readiness of the DMS to eliminate the medical and sanitary consequences of large-scale emergencies were identified.
The study showed that assessment activities help to identify problematic issues, stimulating the DMS of the constituent entities to improve their condition and increase their readiness to eliminate the medical and sanitary consequences of large-scale emergencies.
