The results of the tactical-special exercises conducted in preparation for the World Cup 2018 are analyzed. Based on the example of identifying a patient with suspected pulmonary form of plague on board an aircraft, an algorithm is presented for assessing the readiness of health care systems to respond to emergency situations in the field of sanitary and epidemiological welfare of the population, requiring measures for the sanitary protection of the territory of Moscow.
