Administrative activity of All-Russian Service for Disaster Medicine Headquarters from its formation in 1994 up to the present day is presented. Organizational and staff structure, tasks and main directions of activity of the entity are discussed. The challenges facing the Headquarters are spelled out in detail.

Organizational technologies of medical and sanitary support of casualties in 128 fires in Moscow in 2012 are analyzed. Typical organizational shortcomings are brought to light and their frequency is shown. The activity procedures of medical personnel in fire zones are presented as well as storyboard or final fire report elaborated to fill the information gaps in existing report documentation.

Specifics of organization and delivery of medical care at pre-hospital and hospital stages to victims of terrorist attacks in Volgograd in October and December 2013 are analyzed. The chronology of events and consequence of medical care delivery actions to victims of every attack are presented.

5. Ievlev A.A. Perfection of Organization and Delivery of Medical Care to Road Traffic Accident Victims in Lipetsk Oblast

The system of medical care delivery to road traffic accident victims in Lipetsk Oblast and ways of its perfection are presented. Medical workforce and means involved are discussed. Mortality rates in road traffic accidents in the Oblast as a whole and on Federal highway M-4 “Don” in particular are analyzed. The main ways of perfection of the service are defined.

Organizational aspects of Health Service of Vologda Oblast activity in road traffic accident mortality reduction are discussed. The statistical data on number of road traffic accidents and their medical and sanitary consequences in 2011-2013 are presented. Mortality in road traffic accidents in the Oblast in 2009-2013, activity of the territorial center for disaster medicine and of emergency medical care service and of emergency consultative medical care and medical evacuation department in liquidation of consequences of road traffic accidents and other spheres of activity are analyzed.

CLINICAL ASPECTS OF DISASTER MEDICINE

7. Kubasov R.V., Barachevsky Yu. E. Adrenaline and Noradrenaline Levels in Organisms of Law Enforcement Officials and Different Intensiveness of their Professional Activity

Adrenaline and noradrenaline levels in organisms of internal affairs ministry officials are discussed. A direct dependence of the levels of studied biological agents and the levels of professional work load of law enforcers is found. Some measures to enhance organism’s resistance and viability in environment of extreme conditions of emergency situations and to reduce pathology development risks are suggested.

The main points of the Concept of creation of sanitary aviation system in the Russian Federation are discussed. Some suggestions on the Concept implementation sent to Health Ministry of Russia are presented.

The experience of cooperation of territorial centers for disaster medicine of neighbouring regions – the Republic of Buryatia and Irkutsk Oblast – in liquidation of consequences of an emergency situation – a road traffic accident in Buryatia is presented. A suggestion is made on elaboration of a normative legal base regulating cooperation of federation subjects in liquidation of consequences of emergency situations.

Problems of enhancement of telemedical network’s capability in the field of delivery of high quality and affordable medical care to population of remote areas of Omsk Oblast are discussed.

13. Nosov A.V., Van’kov D.V. Special tactical exercises for practice of Cooperation in Liquidation of Consequences of Terrorist Attack

The course and the results of an interagency tactical and special exercises “Vologda. Thunderstorm 2013” on liquidation of consequences of terrorist attack involving hostage taking in a district court are discussed. Suggestions are made on better cooperation of the territorial center for disaster medicine and force structures of Vologda Oblast in emergency situations.

EXPERIMENTAL STUDIES

15. Govorun M.I., Tikhomirov A.A. Protective Effect of Ethereal Oils in External Gamma-Irradiation of Animals

It is the first experimental evidence of a pronounced protective effect of ethereal oils inhalation in external gamma-irradiation of animals. The oils involved are of eucalyptus, monardas, lavender, artemisia, firs and carnation. It is found that the inhalation leads to increase in life expectancy after lethal-dose gamma-irradiation, reduction of part of deaths of gastroenteric and marrowy types, lower radiation damage of hematopoietic system and better marks of immune system.

The conclusion is drawn on the possibility of use of inhalation of ethereal oils in emergency situations connected with radiation factor.
